Seems like you last saw India some very long time ago, and remember the squatting toilets. India has changed a lot and has become modernized to some extent. Any two star hotel will have seat toilet.
Neemrana Fort is near Delhi but is not low budget, I would put it as a mid range - high range holiday destination. Such resorts actually work out to be costlier than holiday destinations.
I would suggest you get a hotel near some eateries and the reason I say this is that when it comes to eating in the hotel it works out to be expensive and eating out in restaurants would give you more variety and the cost would be low.
Before you leave for Mumbai search the internet for taxi companies in Mumbai, which you can prebook before you arrive in Mumbai. A have used services from KK Travel which was gave very good services and once made a mistake in my booking when I was returning back home from Mumbai.
