There are lots of places to stay in goa at reasonable rates. But I am not sure if any Indian family especially the Hindus allow anyone to stay in their premises, if you are single. It will be better if you can reach out to them personally once you are in goa and explain to them about your need.

It depends whether you love rain or not. If you do, then july is good. There are lots of places to see there from the North to South. You have ample time to do a small research before you start.
